Sistem Radar Subang AATC Perlu Audit Bebas

Pusat Kawalan Trafik Udara Subang: Audit Bebas Wajib Dilaksanakan

Kenyataan terkini dari Ketua Pengarah Jabatan Penerbangan Awam, Azharuddin Abdul Rahman cuma mengesahkan bahawa sistem radar dan radio gagal berfungsi akibat terputusnya bekalan elektrik di Pusat Kawalan Trafik Udara Subang (Subang ATCC) pada 12 September 2012 antara jam 2.50 pagi hingga 4.15 pagi.

Yang lebih membimbangkan adalah para pegawai bertugas tidak sedar bekalan elektrik telah putus sehingga Uninterrupted Power Supply (UPS) telah habis bekalan elektriknya.

Demi keselamatan awam dan kepentingan negara, satu audit bebas yang wajib melibatkan International Civil Aviation Organization (ICAO) mestilah dilaksanakan secepat mungkin, dan mesti membangkitkan persoalan-persoalan berikut:

a) adakah sistem kawalan trafik udara di Subang ATCC menepati piawaian antarabangsa?

b) mengapa tiada sistem pengawasan dan sistem kawalan jauh digunakan sewaktu kegagalan ini berlaku?

c) mengapa tiada sistem janakuasa sandaran digunakan, dan jika ada, mengapa ia gagal berfungsi?

d) adakah senibina sistem ini cacat sepenuhnya (totally flawed) bagi sebuah sistem misi kritikal (mission-critical system) di Subang?

e) dan bagaimanakah sistem sebegini telah diluluskan dan diterima untuk operasi?

Apa-apa kelewatan dari pihak Menteri Pengangkutan untuk melaksanakan satu audit bebas secepat mungkin hanya membuktikan pihak berwajib cuba untuk mengelak penemuan bukti kemungkinan berlakunya salah laku, atau pihak berwajib enggan bertanggungjawab langsung meletakkan nyawa dan keselamatan ruang udara negara dalam bahaya.

Subang Air Traffic Control Centre: Demand for Immediate Independent Audit

The latest explanation by the Department of Civil Aviation Director-General, Azharuddin Abdul Rahman only confirms that there was a radar and radio system failure caused by a power outage on 12 September 2012 from 2.50am to 4.15am at the Subang Air Traffic Control Center (ATCC).

What is even more damning is that the power failure when the circuit-breaker tripped was not even noticed by the staff until uninterrupted power supply (UPS) was exhausted.

In the name of public safety and national interest, an independent audit which should also involve the International Civil Aviation Organisation (ICAO) must be immediately convened, and must include some of the following questions:

a) does the air traffic control system at the Subang ATCC meet international specifications?

b) why was there no system failure remote control and monitoring system in place?

c) why was there no emergency back-up electrical generator set in place and if there was – why did it not function?

d) is the design architecture totally flawed for a mission-critical system in Subang?

e) and how was the system installation approved and accepted for operation?

Any reluctance or delay by the Minister of Transportation in calling for an immediate independent audit will only imply that the authorities are attempting to avoid any discovery of possible wrongdoings or is just abdicating accountability and responsibility in a manner that puts lives at risk and placing our national air safety in jeopardy.
